Life is changing very quickly and unpredictably, and it is the President, having all the information, who can see what we cannot see. 2026 is a jubilee year for the VNS. He turns 30. In 1996, it was the VNS that played a key role in building the contours of the modern political system in Belarus. This is the presidential vertical, a clear delineation of powers. And today we moved on. The President says that now it is necessary to decentralize these broad presidential powers, giving priority to initiatives on the ground. I believe that the President’s keynote speech will give an assessment of this 30-year period and set goals, including the development of local authorities. After all, Alexander Lukashenko has repeatedly stressed that the chairmen of the city or district executive committee should be presidents in the territories entrusted to them – fully responsible for them, on the spot to solve the tasks set.
