At the meeting of the expert council under the Council of the Republic, the draft law “On Civil Protection” was considered. Traditionally, the discussion was held with the invitation of a wide range of experts from various ministries and departments, public organizations and the real sector of the economy.

The innovations of the draft law “On Civil Protection” were announced to journalists by the head of the University of Civil Protection of the Ministry of Emergency Situations, Colonel of Internal Service Ivan Polevoda. He explained that the development of this bill is dictated by the global situation and the need to once again look closely at the problems that arise in the elimination of emergency situations, in the protection of citizens both in peacetime and in wartime:
- Today we have reached the stage when it is necessary to say that systems of protection of the population from emergency situations of peace and wartime need to be combined. This will optimize the costs of these systems, as well as more flexible response to emerging threats and improve the safety of our citizens.

The development of this project was preceded by a fairly long scientific substantiation, all the necessary aspects, issues arising at various territorial levels were studied. All this made it possible to give the bill the most practical-oriented character.
Among the main innovations Ivan Polevoda called the introduction of a unified system of civil protection. The Institute of Chiefs of Civil Protection is also being established.
The status of head of civil protection in peacetime and wartime is assigned to the Prime Minister. The territorial structure of the system is also being created, the head of the University of Civil Protection of the Ministry of Emergency Situations said. In addition, the draft law stipulates that the organization and control of the implementation of the tasks of civil protection are entrusted to permanent bodies: at the republican level – to the Ministry of Emergency Situations, to a structural unit or an appointed employee in the republican bodies of state administration, other organizations subordinate to the Council of Ministers.

The expert council also considered amendments to the legislation on the Belarusian digital ruble. The draft law stipulates that the digital Belarusian ruble is a new (additional) form of non-cash money, which, unlike the existing form, is recorded not in bank accounts, but in digital accounts with the National Bank.
Experts noted that the introduction of the digital Belarusian ruble will improve the effectiveness of state control over the targeted spending of budgetary funds, expand the ways of making payments, as well as ensure a high level of safety of funds of business entities.
