At the first meeting of the 30th convocation of the Petrozavodsk City Council, deputies elected Elena Malysheva (United Russia faction) as chairman. For her candidacy was voted by the majority of elected representatives.
The new chairman of the Council has extensive experience in the social sphere and public activities, which can become a serious resource for solving urban problems. The focus of attention is targeted support for families, the development of an accessible environment, the involvement of residents in solving local issues and taking into account the orders of voters.
In her speech, Elena Malysheva emphasized the importance of teamwork and maintaining continuity in the implementation of socially significant projects:
I believe that we will work as a team, and the strengths of each will help us to continue the implementation of all socially significant projects and programs. Among the priorities are work on the budget, holding public hearings for the further adoption of the new Charter of the city. At the same time, the most important in our work will always be the orders of voters. We are aimed at effective interaction and constructive work with the Administration of the Petrozavodsk city district, the Government of the Republic of Karelia, the Legislative Assembly and the public of the city. Our convocation is an anniversary, the 30th, and I really want it to be remembered not only for a beautiful date, but for how much useful and good we will manage to do for the city and citizens
Elena Malysheva has been working in the social protection system since 1995. Since July 2018, she heads the Comprehensive Center for Social Services of the Population of the Republic of Karelia, a structure that unites 21 republican institutions. Under her leadership, such projects as “Health and longevity”, “School of care for people with limited mobility”, “Social taxi” and others were implemented. The services of the center are in demand among elderly citizens, people with disabilities (including children with disabilities) and families who find themselves in a difficult life situation.
Since 2019, Elena Malysheva heads the Karelian regional branch of the Union of Women of Russia. With her participation, there are 17 women's councils in the republic, which unite more than 2,000 active women. An important area of work remains the support of the participants of the SVO and their families.
Elena Malysheva’s professional and social achievements have been repeatedly awarded. She was awarded the title “Honored Worker of Social Protection of the Population of the Republic of Karelia”, diplomas of Petrozavodsk, the Legislative Assembly and the Government of the Republic of Karelia, an honorary badge of the Head of the Republic of Kazakhstan “For Contribution to the Development of the Republic of Karelia”. In September 2026, by the decree of the President of the Russian Federation, she was awarded the insignia “For Benevolence”.
The new parliament has already begun its work. One of the priorities is to coordinate efforts with the Government of Karelia, the Legislative Assembly and the administration of Petrozavodsk to implement projects that are significant for the city’s residents.
