"It was a sincere appeal to the people": the delegate of the WNC - about the meeting in December 2010

The IV All-Belarusian People’s Assembly was held in December 2010. What this meeting of the National Assembly and the time in which it was held were remembered in the Radio-Minsk studio was told by its delegate Nikolai Ivanchenko. When the next, the fourth in a row, N. Ivanchenko was an assistant to the President – inspector for the Minsk region. Prior to that, he became a pioneer in various fields: in 1996, holding the post of First Deputy Chairman of the Mogilev City Executive Committee, he signed the first regional agreement between Wuhan and Mogilev. Later, he participated in the creation of the first technopark in Belarus, the first free economic zones, taking into account the Chinese experience.

Recalling that forum, Ivanchenko shared that the final speech of the President of Belarus Alexander Lukashenko made the strongest impression on him, as on most delegates:

- It was a profound and sincere appeal to the people, coming from the heart. We saw how much the Head of State cares about the Belarusians, about the fate of literally every citizen of his native country.

Staffing nuances

Until December 2006, Ivanchenko served as Deputy Head of the Presidential Administration. In 2007 he became assistant to the President in Minsk region.

- I was faced with the task, on the one hand, to deal with a certain number of personnel issues, the source said. On the other hand, taking into account the experience of serious work in the defense industry back in Soviet times, it was necessary to delve into technology, to understand the reasons for the loss of some industrial and agricultural enterprises. The Belarusian leader has always paid special attention to the development of the agricultural complex. And in order to raise such a number of issues, it was necessary to delve into everything, read a lot, travel, communicate, be friends with science and scientists.

N. Ivanchenko noted that one of the problems lay on the surface: agriculture in the Minsk region was generously financed under a variety of large-scale programs, but the efficiency was quite low.

- A number of proposals were made at all levels - from the regional executive committee and the committee on agriculture to the National Academy of Sciences and the Presidential Administration. And of course, from the bottom to the very top, scrupulous personnel work was carried out - along the entire regional vertical, regardless of ranks and ranks. And many more receptions of citizens I then held in almost all points of Minsk region. The principle of my work was extremely simple and clear: “If people are dealing with real problems and there is an opportunity to help, you need to do it immediately,” the source said.

According to the interlocutor, the most important result of his work as an inspector for the Minsk region was the absence of serious corruption scandals

- This was especially important given that the President has always referred to corruption as rust corroding the economy and society. Of course, this is not about my personal merit - there was a collective systematic work. But it had to be organized.

N. Ivanchenko expressed the opinion that the appointment in 2025 to the post of Prime Minister Alexander Turchin, who at that time held the post of Chairman of the Minsk Regional Executive Committee, eloquently indicates that the region has embarked on the path of serious development.

Myadel experiment

Talking about the time preceding the IV WNC and associated with his work in the Minsk region, Ivanchenko called including the project associated with the development of Myadel region:

- Following the results of the environmental forum, a project for the development of the Narochan Territory, as well as the large-scale use of the capabilities of the sanatorium and resort zone, created in the Soviet era, was prepared. The initiative was fully supported by the Head of State. The term “domestic environmentally friendly products” was used in Belarus. In parallel, the concept of cleaning Lake Naroch was adopted.

Further, the second development program of the Narochan Territory was implemented. The result is visible to the naked eye. Thanks to long-term measures taken about 20 years ago, this region has become one of the largest centers for the development of domestic tourism, a kind of locomotive of the tourist movement.

Tough challenges

I remembered N. Ivanchenko and the emphasis that the President made in his final speech on the IV VNS. Alexander Lukashenko stressed that the country is at an important stage of development, and the people should have a clear understanding that no one will bring anything to us on a platter with a blue stone.

- After all, many, including the leaders, this illusion was present. Everyone loves us and will gladly help us, Ivanchenko said. Alexander Lukashenko, always distinguished by his foresight and ability to calculate the situation for many steps forward, warned us about the danger of such complacency. Why go far? Less than two weeks after the conclusion of the IV GNU, presidential elections were held, in which the incumbent Head of State won with an impressive advantage. But the enemies tried to use this important event as a pretext to attack the authorities, organizing the notorious “Ploshchu-2010”. Unfortunately, not everyone was ready for this.

N. Ivanchenko today is a delegate of the VII VNS. At various times, he served as the first deputy chairman of the Mogilev City Executive Committee and deputy head of the Presidential Administration, worked for many years as an assistant to the President – inspector for the Minsk region, deputy of the House of Representatives of the National Assembly.
