Protection of the rights of minors. Gora named one of the priorities of supervision of the Prosecutor General’s Office of Belarus
The Belarusian prosecutor’s office reveals facts of untimely detection of family trouble, failure to take measures by local authorities on the issue of family problems.

The Belarusian prosecutor’s office found facts of untimely detection of family problems, failure to take measures by local authorities on state protection of children, lack of proper coordination of work. This was stated today, October 7, the Prosecutor General of Belarus Dmitry Gora during a joint meeting of the House of Representatives and the Council of the Republic of the National Assembly of the Republic of Belarus, at which parliamentarians heard information from the Prosecutor General on the results of their activities.

Dmitry Gora One of the priorities of the supervisory activities of prosecutors was the protection of the rights of minors. According to Dmitry Gora, there is a decrease in the number of children killed from external causes. The main ones include suicides, accidents, drowning and falling from a height. In most cases, the death of minors was related to their negligence, as well as to the improper performance by parents of duties for the upbringing and maintenance of children. One in seven of them is due to family problems.
- At the same time, facts of untimely detection of family problems, failure to take measures by local authorities on state protection of children, lack of proper coordination of work were found, the Prosecutor General of the Republic of Belarus said.
As for the organization of children’s health abroad, it was established that the legislation defined only certain issues related to the sending of sports delegations, the representation of the country at international events, as well as on the basis of foreign gratuitous assistance.

- At the same time, the necessary legal regulation of escorting groups of children outside Belarus, ensuring their safety, including the planning of travel routes, as well as control was absent. In response, the Prosecutor General’s Office in June 2026 sent specific proposals to the Government on the proper legal regulation of this issue – a resolution of the Council of Ministers regulating the organization of children’s departure abroad was adopted, said Dmitry Gora.
During the supervision activities, prosecutors also pointed to the need to improve legislation and limit the participation of minors in electronic lotteries. There were no age limits for lottery participants. Approved by the founders of lotteries instructions on the procedure for their conduct provided for registration and making lottery bets on Internet sites and mobile applications only by mobile phone number. At the same time, there was no mechanism for identifying the identity and confirming the age of the participant. The attorney general stressed:
- The participation of minors in electronic lotteries similar to gambling (online casinos) negatively affects their mental state, contributes to the commission of thefts and even suicides by adolescents.

The head of the department added that on the proposal of the Prosecutor General’s Office on February 20, 2026, amendments were made to the Decree of the Head of State, which prohibit the participation of minors in electronic instant lotteries.
