AI gave St. Petersburg second place for the development of AI
The cultural capital took second place in the ranking of regions in terms of the level of development of AI technologies. The city scored 98.71 points, Moscow beat it by only 1.29 points. This was reported in the press service of the Committee on Informatization and Communication.

The rating was made using artificial intelligence. According to the Committee, this helped to process a large amount of data and remove subjective assessments. When compiling the rating, five areas were taken into account: the labor market, science, mentions in the media, residents’ interest and education.
The study included 85 regions. The data was collected for a whole year - from September 2025 to September 2026. A total of 22,560 mentions of AI in regional news.
“St. Petersburg’s annual retention of positions in the ranking underscores the maturity of our AI ecosystem and demonstrates the region’s contribution to the technological landscape of the whole country,” said Yulia Smirnova, Chairman of the Committee on Informatization and Communications.
The high development of AI in St. Petersburg supports the case when a neural network trained on 176,000 Latin inscriptions helped read Napoleon’s letter to General Marmont, written in 1809. The message referred to preparations for the march, as well as the number of French and Austrian troops.
