The meeting of the Commission on juvenile Affairs chaired by Deputy Chairman of the Minsk City Executive Committee Andrey Strygelsky was held in Minsk on October 7, the correspondent of the agency “Minsk-Novosti”.
- In general, there is an increase in juvenile delinquency. Issues related to individual preventive work with minors should be considered. This work provides for strict control over the organization of leisure, including educational activities. Despite the preventive measures taken, cases of committing crimes by such a category of adolescents have been identified, Strigelsky said.
According to the results of nine months of 2026, the number of crimes committed by adolescents and with their participation increased, while the number of minors involved in them decreased. It should be noted that work with adolescents with whom individual preventive work or IPR is carried out does not stop.

- The teacher does not need to understand himself: it is enough to inform the inspector of the IDN, and if there are questions - the head of the police department. Measures will be taken immediately, – said the Deputy head of the Department of law enforcement and prevention of the Mingory Executive Committee Dmitry Meleshko.
According to him, work with teenagers is conducted individually and with their parents, because they are primarily interested in the physiological and psychological health of their children.
According to A. Striegelsky, the forms of work with teenagers should be revised, filling the programs with new objects and activities that really correspond to their interests. He also called for a review of the quality and effectiveness of these activities and for further planning to take this into account.

Separately, the meeting discussed the issue of cybersecurity in schools every third week was devoted to him. According to D. Meleshko, due to the growth of Internet crimes in schools and colleges, additional information work will be carried out with students and parents. Teachers on the information clock will explain the schemes of fraudsters, and the work will also involve district inspectors.
Another topic of the meeting was the prevention of drug use among adolescents. According to the Minsk Adolescent Narcological Service, 1,533 minors are under surveillance. Head of the adolescent department of the city clinical narcological dispensary Lyudmila Shpakovsky noted that the first use is often noticed by teachers: they see a child every day, notice changes in academic performance, character and behavior. According to her, this may be a reason to recommend to specialists.

L. Shpakovsky also said that teenagers and their parents can seek help from a psychologist and psychotherapist.
- We have a psychologist, a therapist, we can contact. This assistance is anonymous and free, she said.
In addition, according to A. Striegelsky, retail chains should conduct additional work with sellers so that they carefully check the age of buyers when selling alcohol.
At the meeting, it was noted that parents should be more actively involved in the upbringing of children and monitor their employment. Work with the family should begin at an early stage, including individually and in school.
