From November 5, 2025, the Decree of the President of the Russian Federation No. 821 “On the Temporary Procedure for Accepting Citizenship of the Russian Federation and Issuing a Residence Permit in the Russian Federation” is in force.
The document establishes a special procedure for obtaining a residence permit and admission to citizenship of the Russian Federation for certain categories of foreign male citizens.
Who is concerned with the simplified procedure:
For these categories, subject to the established conditions, it is not required to confirm five-year residence in Russia, knowledge of the Russian language, Russian history and the basics of the legislation of the Russian Federation.
What documents are needed? Depending on the category of the applicant, it is necessary to provide information on the conclusion of a contract for military service in the Armed Forces of the Russian Federation or rescue military formations of the Ministry of Emergency Situations of Russia or an extract from the order for dismissal from military service or a document confirming unfitness for military service.
These requirements do not apply to citizens of the Republic of Belarus, certain categories of compatriots, persons who have received professional education in the Russian Federation, and participants of the State program to assist the voluntary resettlement of compatriots living abroad to the Russian Federation.
Where to go? Military personnel can apply to any territorial body of the Ministry of Internal Affairs of Russia, family members - at the place of residence or stay.
