Communal in Kuzbass will rise in price: plus 4000 for coal and new figures in receipts

Surprise for the heating season
Kuzbassists received more than promised. It would sound good if it wasn’t for the tariffs. A few days before the increase, the authorities raised the maximum index from 14.1% to 21.9%. What numbers we will see in the receipts in November – understand.
How the numbers have changed
On November 25, 2025, Mishustin signed an order with indices by region. Kuzbassu – from October 1, 2026: average 12%, deviation of 2.1%, writes kuzbass.aif.ru.
In December, the governor's order fixed: in Kemerovo, Novokuznetsk and Belov - 26%, in the rest - 14.1%.
And on September 24, the Russian government issued amendments: the average index for the region is 19.8%. Acting Governor Valery Dogadov signed a decree: in three cities, 26% remained, in the rest (where more than half of Kuzbass residents live) - 21.9%.
“The decision was taken at the governmental level. The document was signed by Mishustin. We get the finished figure and distribute it to everyone, says Dmitry Malyuta, chairman of the Kuzbass REC.
According to him, the index is not the lowest, but not the highest – the region is 12th in Russia. For comparison: in the Omsk region, the overall index is 26%, which is higher than the Kuzbass index.
How much will be added in rubles
The increase will affect eight utilities: heating, hot and cold water, sanitation, gas, electricity, MSW and solid fuel. Housing services - elevator, intercom, overhaul - do not count.
In rubles: from 600 to 1800 rubles per apartment per month. Examples:
The head of the REC himself pays about 8.5 thousand for an apartment in the center of Kemerovo, after the increase he will give about 10 thousand. He says that in Tomsk for similar housing acquaintances are charged 16 thousand.
Receipts for October will come in November.
Budget compensates
The region subsidizes the municipality: from 30 to 60% of the cost, depending on the municipality. On average, Kuzbass pays about 66% of the real price. Kemerovo residents, Novokuznetskans and Belovskans - about 70%.
But three services are not subsidized: electricity, gas and garbage. We pay for them in full.
If the “two” in Kemerovo was considered at economically justified tariffs, the payment would increase not by 650, but by 1000 rubles.
“The budget situation is difficult and needs to be reduced. But it's a political decision that affects people. So far we are trying to keep and provide compensation to everyone, says Malyuta.
Coal is the most expensive
The average percentage is by territory. Inside the city, the spread can be huge. In Tisul and Yaya districts, hot water will rise by 0.2%, and in Kemerovo - by 29.4%.
Only two services will grow equally in the region: electricity by 11.2%, solid fuel by 30%. This is the maximum growth in the region.
“We subsidized for a long time, and coal was paid at half the real cost. At a price of 1800 rubles per ton, the price rise is about 500 rubles. For the season at the norm of 8 tons - plus 4000 rubles, - explains the head of the REC.
According to him, after negotiations with coal miners, fuel for the population will go at cost, and 30% - a minimum increase.
"No Trucks in Tariffs"
Malyut repeated this phrase several times: REC excludes unreasonable expenses - luxury cars, corporate parties, business trips.
This week, the FAS reported about 6 billion rubles of unreasonable expenses in tariffs for electricity transmission for 2026. According to the FAS, the REC included the lease of municipal power grids, which should be used free of charge, and depreciation, in which consumers paid for wear and tear, and the grid was not updated.
Malyut has not commented on the claims yet, he promised later.

The parameters and terms are determined by the Government of the Russian Federation. No change so far. So the next increase is July 2027. If the legislation changes, we will change, Malyuta said.
