Kostromich told where to get money for the installation of thermomizer

228 apartment buildings in Kostroma are already equipped with thermomizers. Automatic weather control units maintain a comfortable temperature in apartments and save up to 30 percent on heating payments in the off-season.

The cost of installing smart equipment depends on the technical characteristics of the house. The more heat nodes, the more expensive the work.

“The thermomizer shall be installed in the heat unit for each input to the house. We have houses that have one heat node, there are those where three or four. From this, the cost of installing equipment is calculated. Plus, if necessary, repair work in the heat unit itself. When installing equipment, it is important that it is serviceable, said Vladimir Krylov, head of the municipal energy department of the housing and communal services department.

The decision on the installation of thermomizer and the source of funding for the work is taken by the general meeting of owners. On average, one thermomizer costs a house from 400 thousand rubles. Residents have three options where to get money for equipment.

It is possible to set a target collection of owners. But as practice shows, Kostromists are reluctant to vote for such a decision, since it requires financial costs here and now. Most thermomizers, which are installed in high-rise buildings, are financed by capital repairs. This is possible if the MCD saves funds on a “special account”. Since 2022, on the initiative of the Governor of the Kostroma region Sergey Sitnikov, the installation of energy-saving equipment was included in the “regional” list of overhaul works. You can install the thermomizer both “at the same time”, for example, when replacing communications or repairing the roof, and separately from other types of work financed from the capital repair fund.

Another option for financing work is a subsidy from the city budget. It was introduced this year. The city is ready to take 75% of the cost. This includes the manufacture of the project, the cost of the thermomizer and its installation. A prerequisite for obtaining a subsidy is the willingness of the owners to pay their share of expenses in the amount of 25%. Now the Department of housing and communal services is considering the documents of granting subsidies for three apartment buildings.

“Managing companies that, by decision of residents, plan to install thermomizers, bring us a package of documents. If everything is in order, we reserve this money for a particular house. When the equipment is installed, we transfer the subsidy to the management company by the act of work performed, said Vladimir Krylov, head of the municipal energy department of the housing and communal services department.

Whichever option the owners choose, experts recommend to work out the “documentary” side of the issue in advance.
