Regional authorities accompany investors and expand opportunities for SME development

Kuban is building a system that works at different stages of the entrepreneurial path: from the launch of large-scale production to the exit from a difficult situation. The authorities help to remove administrative and infrastructure barriers, compensate part of the costs, provide preferential financing, and give start-up entrepreneurs the knowledge and opportunities to start. The effectiveness of these mechanisms is best illustrated by concrete examples.

Barriers removed together

Today, the investment portfolio of the Krasnodar Territory includes more than seven hundred and sixty projects with a total value of about 5.8 trillion rubles. This year, on behalf of the Governor of Kuban Veniamin Kondratiev, it was completely digitized: a “roadmap” was formed for everyone, which allows tracking the stages of implementation and emerging difficulties.

The work of this system was discussed at the regular meeting of the regional headquarters for operational assistance to investors. It was held by Vice-Governor Alexander Ruppel. This time, the participants considered two projects worth more than twenty-nine billion rubles: the creation of agricultural production in the Absheron district and a hotel complex in Sochi.

For each of them, the problematic issues were analyzed and further actions were determined. Profile authorities Alexander Ruppel instructed to provide investors with the necessary assistance.

- Thanks to the work carried out to digitize the investment portfolio, today we can monitor the stages and barriers that arise on the way to the implementation of projects online, and within the framework of the headquarters we can promptly solve all issues and find specific solutions together with investors. Our task is to provide support for investment projects at each stage and create conditions for their timely implementation, said Deputy Governor of the Krasnodar Territory Alexander Ruppel.

The investment headquarters has been working in the region since 2018 on behalf of the Governor. This is a platform where representatives of regional authorities and municipalities, together with business, analyze the specific difficulties that arise in the implementation of projects.

- Together with the Investment Attraction Agency of the region, we support each project 24/7, building investor interaction with relevant authorities and municipalities. Such a targeted approach allows us to solve issues of providing land and energy resources to projects, reduce the cost of technological connection to engineering networks and communications, maintain the pace of construction of facilities, said Yulia Prikhodko, Head of the Department of Business Development and Foreign Economic Affairs of the region.

Impact investments

Address support is only one part of working with the business community. When it comes to investments in production and its expansion, financial instruments are connected.

Today, business in the Krasnodar Territory has two hundred and twenty-five state support measures: tax benefits and preferences, subsidies, soft loans, guarantees of regional development institutions and non-financial mechanisms. Investors implementing projects worth more than fifty million rubles in the region can take advantage of tax benefits for a period of three to seven years. Investment tax deduction allows you to reduce income tax to seventy percent.

How these tools work in practice, Yulia Prikhodko told on the example of an enterprise in Ust-Labinsk.

- In Ust-Labinsk, the investor reconstructed its production two years ago, creating a workshop for the production of pet food and aquaculture. This direction is of import-substituting importance: today almost ninety percent of such products are supplied from foreign countries. Last year, production was expanded with the support of the region: from the regional budget, the investor was compensated for more than twenty-nine million rubles of the cost of paying interest on credit obligations. Thanks to the implementation of this project, fifty-four new jobs have been created, and the capacity of the enterprise is about six thousand tons of dry extrusion feed per year, said the head of the regional Department of Business Development and Foreign Economic Affairs (FEA).

According to her, the production of agricultural products and the agro-industrial complex in general remain one of the areas in demand by investors.

- More than one hundred and sixty projects worth over 313.3 billion rubles are already being implemented in this sector of the region. And most of them are deep processing of agricultural products, Yulia Prikhodko added.

At the same time, according to the Department of Business Development and Foreign Economic Affairs, other financial instruments developed on behalf of the Governor of Kuban Veniamin Kondratiev are also available for entrepreneurs. Thus, the Microfinance Fund of the region provides loans of up to five million rubles at rates from 0.1 to 6.5 percent per annum, and the Business Development Fund provides guarantees, thanks to which, if you lack your own collateral base, you can attract financing in other development institutions or banks.

When the bill goes on time

But financial instruments are not just for growth. Sometimes circumstances change instantly and another task comes to the fore: to help entrepreneurs restore work and save their business.

This happened after drone attacks on logistics facilities. To develop additional measures for affected small and medium-sized businesses in July 2026 on behalf of the Governor of Kuban Veniamin Kondratiev created a special working group. It was headed by Vice-Governor Alexander Ruppel.

One of the operational decisions was the extension of the loan “Special emergency” of the Microfinance Fund of the region. Alexander Ruppel instructed to include the categories Restoration, Restoration of Service and Restoration of Trade. The first funding decisions have already been made.

- The first three concessional loans in the Recovery category for a total amount of 12.2 million rubles have already been approved. More than seventy SMEs were sent packages of documents for applying for loans. Support will allow entrepreneurs to replenish working capital, repair premises, machinery or equipment, pay wages, pay rent and utilities, Yulia Prikhodko said.

The maximum loan amount "Special emergency" is five million rubles. For commodity producers, the rate is set at two percent per annum, for service entrepreneurs - four percent, for trade representatives - six percent. Already received funds can take advantage of the postponement of repayment of the principal debt for up to twelve months. If the SME is recognized as affected, the loan term can be extended to seven years.

A separate instrument by the decision of Vice-Governor Alexander Ruppel was provided for industrialists. The profile Fund for the Development of Industry of the Krasnodar Territory launched a loan "Special" at a rate of two to four percent per annum. The program is designed for companies whose property was affected by the fall of drones or their wreckage. Funding can be obtained not only in case of damage to production sites, but also in case of loss of finished products in warehouses or logistics centers.

Regional measures complement federal ones: preferential loans, credit holidays, deferred taxes and insurance premiums are provided for affected entrepreneurs. The task of the authorities in such a situation is to give enterprises the opportunity to eliminate the consequences of what happened, preserve their activities and quickly return to normal work.

The idea becomes a business

Another area of work of the regional authorities is the support of those who are just taking the first steps in entrepreneurship or want to take a small business to a new level. In the Krasnodar region started the next application for the project “Mother in the village”. The free intensive training is designed for women with minor children living in rural areas.

- Over the past three years, the Mom in the Countryside project has become one of the most popular initiatives in the region to support women’s entrepreneurship. If in the first year of implementation, one hundred and sixteen applications were submitted for participation in the project, then last year - four hundred and twenty-six. More than seventy-five women living in the village were trained. Participation in the program allows residents of the region not only to get acquainted with the basics of entrepreneurship, get the support of experts, but also to work out their own business idea, prepare a project for protection. As a result of the victory, receive a cash prize of one hundred and fifty thousand rubles for the launch or development of your business, as well as the opportunity to take part in the federal project “Mama-Entrepreneur”, – said Yulia Prikhodko.

Mothers of minor children and women on maternity leave, as well as adoptive parents, guardians, trustees and adoptive mothers are invited to participate. Both those who are just planning to open their own business, and self-employed and operating small and medium-sized businesses can apply. This year the program will be held in Kabardinka from the fifth to the ninth of October.

According to Yulia Prikhodko, last year twenty-five women from twelve municipalities were trained. They presented initiatives in education and child development, food production, creative industries and digital technologies. Many participants started their own business after the program or were able to scale an existing one.

Thus, different tools are formed into a single system of work with entrepreneurship. It is important for a large investor to quickly remove barriers and not get out of the schedule, for a developing enterprise to gain access to financial instruments. In a force majeure situation, the opportunity to quickly find funds for recovery comes to the fore, and a novice entrepreneur needs knowledge and help at the start of the project.

The task of the regional authorities in all these cases is the same: to create conditions under which state support does not remain a set of formal mechanisms, but actually goes into action.
