Within the framework of the plenary session “Health saving as a way to active longevity”, the Minister of Health of Chuvashia Larisa Tarasova presented the report “Primary health care without borders: visiting forms of work and FAPs as drivers of health saving of Chuvashia residents”.
The minister noted that today a multi-level system of primary health care has been built in the region. It is based on 193 medical outpatient clinics and departments of general medical practice. Pre-medical assistance to the population is provided by 521 paramedic and obstetric points. Mobile FAPs have become an important element of territorial accessibility – they function in each municipal district and allow to annually cover about 100 thousand residents of remote rural settlements with preventive examinations, a significant proportion of which are citizens older than working age. More than 5 billion rubles were allocated for the implementation of the program.
As a result, 218 healthcare facilities, including 116 FAPs, were updated and built; 21 mobile medical complexes were additionally purchased, Tarasova said. Thanks to the implementation of national projects and systematic support of the Head of the Chuvash Republic Oleg Alekseevich Nikolaev, over the past five years, it was possible to more than halve the share of dilapidated and emergency buildings in the structure of the primary level - this is not just statistics, but real working conditions of doctors and patient comfort.
One of the most effective tools to increase the availability of assistance was the project of the Head of Chuvashia “Step to Health”, launched in 2025, involving 35 units of mobile complexes. By the end of 2026, a team of 2,600 medical specialists examined 72,855 people, including 6,749 children. 2,848 diseases were identified for the first time.
“A single digital healthcare circuit has been formed in the republic: all FAPs are connected to the Internet and equipped with an automated paramedic workplace,” said Larisa Tarasova. This gives direct access to electronic medical records, the results of laboratory and instrumental studies. In addition, the possibility of telemedicine consultations with specialists of central district hospitals was realized, as well as remote monitoring of patients with hypertension and diabetes mellitus was introduced - thus, monitoring the state of health is not interrupted even outside the walls of medical organizations.
Special attention should be paid to the regional project “FAP – the center of attraction of health”. In partnership with the National Institute of Therapy and Preventive Medicine of the Ministry of Health of Russia and with the assistance of the regional public organization "Union of Women of Chuvashia" on the basis of the Novokotyakov FAP Batyrev hospital, a reference model of a paramedic and obstetric post was created. An additional incentive to spread best practices was the republican contest “My FAP is the best”. It is noteworthy that according to the results of the project in 2026, 139 exemplary FAPs operate in the republic, and 321 paramedics were retrained.
“The cumulative effect of the measures implemented is expressed in a steady increase in the coverage of the population with preventive measures, early detection of chronic noncommunicable diseases and risk factors, as well as in the formation of a model of primary health care, where priority is given to prevention and walking accessibility of medical care for each resident of the republic,” said Larisa Tarasova, Head of the Ministry of Health of Chuvashia.
