These amendments stipulate that regular and irregular international passenger transportation by bus to Belarus and Russia, as well as transit through the territory of Latvia to these countries will be prohibited.

Earlier, on October 7, 2025, the Cabinet of Ministers of Latvia supported the proposal of the Ministry to ban irregular passenger transportation to Belarus and Russia from November 1, 2025 to October 31, 2026. This measure is planned to be extended for another year.

Thus, Latvia now has a temporary ban on irregular bus flights to Belarus and Russia, and in parallel, a new law is being prepared, which will apply to regular routes from 2027.
