Earlier, Delhi police detained Dipke on the eve of the protest. He was met at the airport after arriving from Mumbai and asked to cancel the rally.
The action was organized by a youth movement demanding the resignation of the country's chief election commissioner. Authorities banned the protest.
Earlier in Nepal, authorities urged villagers to evacuate after flooding caused by a landslide. A major flood in August had already caused catastrophic consequences.
