Less imports, more medicines: Health Ministry reveals plans

The new drugs will be developed in two stages. In 2027-2030, it is planned to launch the production of 300 items, and in 2031-2034 another 194.

The development of our own pharmaceutical production is primarily a matter of drug safety in the country. It is important for us that Kazakhstan consistently expands the production of necessary drugs, creates new jobs and reduces dependence on external supplies, said Akmaral Alnazarova.

According to the Ministry, the domestic pharmaceutical industry is steadily growing. In 2025, the market volume reached 1 trillion 285 billion tenge, which is 31% more than two years earlier. Own production increased by 37% over the same period. Growth continues this year: for eight months of 2026, products were produced by 157 billion tenge, 30% more than in the same period last year.

In two years, investment in the industry increased 3.3 times, and exports almost doubled, growing 1.9 times. The main buyers of Kazakh medicines are Russia, Kyrgyzstan, Uzbekistan, Mongolia and Moldova.

Now domestic manufacturers account for 42% of all packages of medicines sold, and in the purchases of the Single Distributor - 79%. The Ministry of Health intends to continue to conclude long-term contracts with manufacturers and improve the mechanisms for the purchase of Kazakh products.
