According to the document, the coefficient for 2027 want to set at the level of 3.225428.
In recent years, the coefficient and cost of patents in the city has gradually increased. In 2024, the coefficient was 1.597223, in 2025 - 1.927525, and in 2026 it was set at 2.570034. At the same time, the cost of the patent increased from about 4.6 thousand rubles in 2024 to 6 thousand in 2025 and 8 thousand rubles in 2026.
The draft law has yet to be considered in the Legislative Assembly of St. Petersburg. If adopted, the new rules will come into force from January 1, 2027, taking into account the deadlines established by law.
The patent gives visa-free foreigners the right to officially work in Russia. In St. Petersburg, it is required, in particular, by citizens of Azerbaijan, Tajikistan, Uzbekistan and Moldova - countries that are not members of the Eurasian Economic Union.
However, it is not possible to work under a patent in all areas. In St. Petersburg, there is already a ban on the work of foreign citizens with a patent in taxis and delivery services. In September, the city authorities proposed to expand the list of industries banned for them. It can include retail, fitness centers and sports clubs, hairdressers and beauty salons, massage parlors, sanitary and epidemiological organizations and forensic medical institutions.
At the same time, for eight months in St. Petersburg, about 2.5 million public services in the field of migration were provided. More than half of them – 1.5 million – received foreign citizens. During the same period, almost 100,000 labor patents were issued to migrants.
