Owners of devices that exchange data via mobile networks may be required to register information about the equipment in the Unified Identification and Authentication System (ESIA). This measure is provided for by the draft law “Anti-Traffic 3.0”, published by the Ministry of Digital Affairs of Russia.
It is assumed that the system will enter the numbers of SIM-cards installed in machine-to-machine interaction (M2M) devices, data on their owners and locations of equipment. Devices with eSIM will also need to specify IMEI. Communication operators will be instructed to check the reliability of the transmitted information.
The innovation will affect, in particular, payment terminals, meters and other equipment that is connected to mobile networks and used by organizations and individual entrepreneurs. It is planned to establish a transition period for existing owners so that they have time to update the information.
The Ministry believes that registration will help reduce the risk of using SIM cards intended for technical devices in fraudulent schemes, including massive illegal calls and mailings. Linking the number to specific equipment will identify cases when the card is used for other purposes.
