Perm regional court ordered the owner to provide IGZHN specialists with access to the apartment
The judicial board for civil cases of the Perm regional court considered the appeal of the owner of an apartment living in an apartment building

The judicial board for civil cases of the Perm regional court considered the appeal of the owner of an apartment living in an apartment building in Perm. The woman challenged the decision of the district court of the city, which satisfied the claim of the State Housing Supervision Inspectorate of the Perm Territory (IHZHN) to provide access to her housing. This was reported in the press service of the Perm regional court.
The supervisory authority received an appeal for a possible uncoordinated redevelopment of the apartment. In order to verify the facts, the Inspectorate requested access to the dwelling. Specialists of IGWN several times went to the place, but access to the apartment they were not provided.
In the district court, IGWN insisted on satisfying the requirements, pointing to the risk of an emergency and the lack of documents confirming the legality of possible changes in the apartment. The representative of the defendant objected and argued that the basis for checking the housing of the principal was another dispute - about compensation for damages due to flooding. He indicated that the defendant was ready to grant access after the completion of the damage and repair proceedings.
A representative of the association of homeowners serving a residential building supported the requirements of the IGZHN and indicated that he saw an announcement on the Internet about the sale of the defendant's apartment, where signs of redevelopment were visible, in particular, the transfer of heating to the balcony.
The court of first instance, with which the Perm regional court agreed, satisfied the claim and ordered the owner of the apartment within 10 days from the date of entry into force of the decision to provide the State Housing Supervision Inspectorate of the Perm Territory with access to the apartment.
“The civil panel of the Perm Regional Court rejected the appellant’s argument that it was ready to grant access in the future. The Perm regional court pointed out that the postponement of the inspection for an indefinite period may threaten the safety of residents and the safety of common property of the house, the press service of the court of appeal commented.
