Moscow region changes personnel: new faces in Mosobldum and districts

October 2026 brought several personnel decisions to the Moscow region at once: a new senator from the Mosoblduma, changes in the leadership of the parliament, the departure of the deputy head in the Bogorod district and the change of the leader in Dubna

The month began with an event that set the tone for the entire autumn rotation: on October 1, the first meeting of the Moscow Regional Duma of the VIII convocation took place. Igor Bryntsalov was re-elected chairman, and his candidacy was supported by all factions. At the same time, the deputies vested the powers of Russian Senator Alexander Dvoynykh, who will represent the regional parliament in the Federation Council. In this regard, his deputy powers were prematurely terminated.

A week later, on October 7, personnel reshuffles continued - already in the leadership and profile committees of the Mosoblduma. Lev Zakirov took the post of Deputy Chairman and became a member of the Committee on property relations, environmental management and ecology. Alexey Pylev is included in the Committee on Construction Policy, Housing, Transport and Road Complex and Energy.

It is not only the regional parliament that has been renewed, but also the municipal level. Thus, on October 7, at an extraordinary meeting of Serpukhov’s Council of Deputies, Diana Alumyants’ powers were prematurely terminated in connection with her election to the Moscow Regional Duma. Alumyants herself promised to further contribute to the development of Serpukhov - now within the powers of a deputy of the Mosoblduma.

Almost simultaneously with the Serpukhov events, personnel reshuffle occurred in the Bogorod district. On October 9, Evgenia Ustyakina left the post of deputy head - since January 2026 she oversaw education, culture and sports, and since October 2018 she headed the education department. It was also responsible for sports, youth policy and the Juvenile Affairs Commission. “Current tasks require new approaches and management decisions,” a source close to the administration explained

The series of October personnel decisions of Dubna closes - however, formally the change of power here occurred at the junction of September and October. On September 29, Maxim Tikhomirov, who headed the city district since September 2023, announced the completion of his job: the reason was the transition to a new job. Interim acting powers of the head appointed Alexei Bryzgalov. He is a native of Dubna, and from June 2025 he served as Deputy Head of the Administration for Security and Protection of the Rights of Minors. Before joining the administration, he led the Dubna department of non-departmental security in the structure of Regardie for more than six years. Bryzgalov will perform the powers until the announcement of a competition for the post of head.
