Noise behind the wall is one of the most frequent causes of neighboring wars in Belarusian high-rise buildings. Some rush to finish the prolonged repair, using every free minute, others dream of silence after a hard day’s work or try to put the child to bed. To ensure that the repairs do not result in a large fine and a police visit, it is important to know clearly what requirements the Belarusian legislation imposes on silence.
In Belarus, the rules of living together are strictly regulated. We understand at what time the law is on the side of the builders, and when the time of absolute silence comes.
The main rule: separate "just noise" and redevelopment
In the Belarusian legislation, the time frame depends on what kind of work is carried out in the apartment. Residents often confuse two different concepts, which causes misunderstandings.
1. Construction and installation works (redevelopment and reconstruction)
Whether you’re squashing walls, tearing down partitions, changing the configuration of doorways, or doing other work that requires an approved project or executive committee permission, the rules are the strictest. Such work is allowed to be carried out:
- 1.Only on weekdays: from 9:00 to 19:00.
- 2.Weekends and holidays: such work is strictly prohibited.
2. Household noise and minor repairs
Assembling furniture, drilling one or two holes under the shelf, laying linoleum, gluing wallpaper or listening to music are among the rules for the use of living quarters. The time frame here is wider:
- 1.You can make noise: from 7:00 to 23:00 daily.
- 2.Silence time: from 23:00 to 7:00. During this period, no sharp sounds should be heard in the apartment.
Quiet hour for children: law or courtesy?
Many new parents require neighbors to stop any repair work at lunchtime (for example, from 13:00 to 15:00), as this is when the children sleep.
From a legal point of view, the concept of “quiet day” does not exist in the legislation of Belarus. If a neighbor drills a wall at 14:00 on a weekday, he does not violate anything. In this situation, only one way is effective - to negotiate in a human way. Most builders and owners agree to take a break for a couple of hours if politely asked in advance.
How to deal with noisy neighbors: a step-by-step algorithm
If the law is systematically violated behind the wall, you should not tolerate and spoil your health. Act consistently:
- 1.Talk to me. Start with a peaceful dialogue. Often neighbors or hired builders do not even think how much they can hear.
- 2.Record the violation. If the issue could not be resolved peacefully, record the noise on a tape recorder or video, preferably with a fixed date and time. Call other neighbors to witness.
- 3.Call the police. If the noise continues after 23:00 or builders break down walls on Sunday, call 102.
- 4.Contact the utilities/TS. Preparation of protocols on daytime construction noise and redevelopment rules are engaged in service organizations. Write a statement there.
The repairs will end sooner or later, but relations with the neighbors will remain. Compliance with simple rules and respect for someone else’s vacation is the best way to keep peace in an apartment building.
