Rules for leaving Belarus in 2026: what documents are needed at the border

When planning a trip abroad, it is not enough to check only tickets and hotel reservations. At the border, you can ask for a valid document for departure, confirmation of kinship with a child, notarial consent of legal representatives or documents for a car. In addition, the destination country may have its own passport, visa and insurance requirements. Everything in order.

Basic travel document

Belarusian citizens can leave the country with a valid passport of a citizen of Belarus or a biometric passport. The law also provides for the use of diplomatic, service passports and the national identity card of a seafarer - in the prescribed cases.

Before traveling, it is worth checking:

  1. 1.period of validity of the document;
  2. 2.the presence of damage;
  3. 3.readability of photos and personal data;
  4. 4.availability of free pages if a visa is required for travel;
  5. 5.compliance of the name and surname in the ticket with passport data.

The Interior Ministry recommends exchanging the document in advance if the photo is outdated, the pages are damaged, the seals have faded or the passport ends soon after the trip. Some states require that at least three or six months remain until the passport expires.

Visa and requirements of the country of destination

The Belarusian border guard checks the right to leave Belarus, but the final decision on entry is made by the destination country. Therefore, before the trip you need to know separately:

  1. 1.do you need a visa;
  2. 2.whether visa-free entry is allowed;
  3. 3.what period of validity of the passport is required
  4. 4.do you need a return ticket and proof of residence
  5. 5.whether medical insurance is required;
  6. 6.whether confirmation of financial resources is required;
  7. 7.are there health or immigration restrictions.

To enter a foreign state, a valid passport and visa or other permit document provided for by the legislation of this country are required.

If the child is traveling with parents

A minor citizen of Belarus must have his own valid document for departure. A birth certificate is not enough: it confirms kinship, but does not replace the child's passport.

If the child crosses the border with one or both parents, the notarized consent of the second parent is not required. However, the attendant must confirm that he is the legal representative of the child.

This would be fine

  1. 1.birth certificate;
  2. 2.the passport of the parent with a mark about the child, if such a mark is available;
  3. 3.certificate of adoption;
  4. 4.court decision on adoption;
  5. 5.documents of guardianship or guardianship;
  6. 6.agreement on the transfer of the child to a foster family;
  7. 7.documents confirming the status of a legal representative.

Important: in biometric passports, a mark about children is not affixed, so it is better to take a birth certificate of a child on a trip.

The child is traveling without parents

If a minor leaves alone or accompanied by another adult, he or she will need:

  1. 1.own valid passport;
  2. 2.the written consent of both legal representatives;
  3. 3.accompanying documents;
  4. 4.if necessary, documents on guardianship, adoption or other powers.

The consent of the parents must be notarized, unless otherwise provided by law. In the document it is desirable to specify the country or countries of travel, the period of travel and the data of the accompanying person.

Before traveling, it is also necessary to check the requirements of the country of entry: a foreign state can request additional documents for minors.

Road trip

If you cross the border by car, in addition to personal documents, you will need documents for the vehicle:

  1. 1.driving licence;
  2. 2.certificate of registration of the car;
  3. 3.a document confirming the right to use the car, if the driver is not the owner;
  4. 4.current compulsory insurance contract;
  5. 5.documents for the entry of the car into the country of destination.

If the car belongs to another person or organization, it is better to issue a power of attorney or other document confirming the legality of the use of the machine. Additional documents and insurance may be required to travel to a particular country.

If you are travelling by train or flying

Border control on the Belarusian side may not be enough for air travel or train travel. The carrier has the right to check the documents before landing.

The passenger should prepare in advance:

  1. 1.passport;
  2. 2.visa or electronic permit, if necessary;
  3. 3.ticket;
  4. 4.documents for the child;
  5. 5.transit confirmation if the route passes through a third country;
  6. 6.health insurance if required by the country of destination.

Even with a ticket, the passenger may not be allowed to board if the documents do not meet the requirements of the route.

Verification of exit restrictions

Before traveling, make sure that there are no circumstances that temporarily limit the right to leave Belarus. This is especially important for those who have:

  1. 1.debts on enforcement proceedings;
  2. 2.unexecuted judgments;
  3. 3.obligations related to criminal proceedings;
  4. 4.access to state secrets;
  5. 5.other statutory grounds for restriction of exit.

If in doubt, it is better to clarify the information in advance with the competent authorities, and not on the eve of departure.

What to check before the border

A few days before your trip, go through a short checklist:

  1. 1.Check the validity of the passport and its condition.
  2. 2.Please specify the visa requirements of the destination country.
  3. 3.Check the rules of transit countries.
  4. 4.Take the original documents for the children.
  5. 5.If the child is traveling without parents, issue a notarized consent.
  6. 6.Check your health insurance and coverage requirements.
  7. 7.If you are traveling by car, prepare documents for the car.
  8. 8.Clarify the rules for the import of medicines, cash and goods.
  9. 9.Keep electronic copies of documents in a secure storage.
  10. 10.Come to the checkpoint in advance.

Passport validity requirements are set by the country of destination: often three or six months after the expected date of return. The presence of a ticket does not guarantee the possibility of entry: the decision is made by the border service of the state to which the traveler is sent.

For an ordinary trip, a citizen of Belarus needs a valid passport and documents stipulated by the rules of the country of destination. When traveling with a child, take his own passport and documents confirming the relationship. If a minor travels without parents, pre-arrange the consent of legal representatives.

Requirements may vary depending on the country, route and purpose of the trip, so check the information on the websites of the State Border Committee, the Foreign Ministry, the consulate of the destination country and the carrier before departure.
