Overgrown canals, unused hectares. KGC revealed violations in land reclamation

The State Control Committee studied how land reclamation works are carried out and the funds allocated for this purpose are used. This is reported on the website of the Ministry, writes sb.by.

During the control measures, the implementation of the instructions of the Head of State concerning the restoration and involvement of reclamated lands in agricultural turnover was analyzed. The effectiveness of using budget funds allocated for reclamation was also studied.

In 2026, more than 704 million rubles are planned to finance reclamation activities. Priority in financing is given to measures for the construction and reconstruction of reclamation systems. At the same time, there is underfunding of waste work (watering and cleaning of canals, repair of reclamation systems, etc.) at existing facilities, which leads to premature withdrawal of previously reclaimed lands from economic turnover and additional costs for their reconstruction. This does not allow to carry out care work in full, the KGC noted.

This year, it is planned to carry out staining of 127.5 thousand km of canals (78 % of demand), cleaning them from wood and shrubs vegetation – 3.4 thousand km (22%), silting – 7.1 thousand km (31.4 %). In every fifth tested reclamation system, the facts of incomplete care work are established. For example, separate reclamation channels of the reclamation system in JSC "Gorodichi-Agro" of the Luban district with a total length of 4.7 km were overgrown with wood and shrubbery vegetation due to the fact that they have not been used for more than 3 years.

Due to the lack of control by local authorities, as well as mismanagement of some managers, the introduction of land reclamation into agricultural production after reclamation works on them is not always ensured. There are cases when reclaimed lands are re-overgrown. So, after the reconstruction of reclamation systems "Zarudechye" and "Ptich" (OJSC "Experimental base "Glusk") in 2023-2024 overgrown and not used in the production of crop products 219.4 hectares of land. Similar facts have been found in other regions.

Non-involvement in agricultural turnover of reclaimed lands is due, among other things, to poor-quality implementation of reclamation works by organizations of reclamation systems (PMS). In a number of such areas, soaks are preserved, flooding and watering of the arable soil layer occurs. For example, due to the poor-quality work of SUE Logoyskoe PMS on the treatment of the soil layer during the reconstruction of the meliorative system "Lubcha" in OJSC "Zembinsky" Borisov district is not used about 45 hectares of agricultural land.

Reconstruction of reclamation systems is also delayed due to the lack of design and estimate documentation. For this reason, work is not underway on individual facilities planned for commissioning this year. So, in the Gomel region as of January 1, there were no DAP for 4 (out of 22) planned for the current year facilities for the reconstruction of reclamation systems.

The facts of the PMS deductions of the volume of work performed during reclamation work were established, which led to the illegal receipt of budget funds by them in the amount of more than 172.3 thousand rubles. In particular, during the inspection of UE "Stolin PMS" overstated the volume of work performed in the amount of 105.7 thousand rubles (the funds returned to the budget). Similar facts were established during the inspection of Berezovsky PMS and PMK-85 Vodstroy.

According to the results of control and analytical measures, the State Control Committee proposed to the Government together with the Ministry of Agriculture and Regional Executive Committees to take measures to:

elimination of the revealed violations and shortcomings, bringing to justice the guilty officials;

planning the volume of care work on reclamation systems in accordance with the technological need;

ensuring targeted and effective use of budget funds allocated for reclamation.
