The list is closed by Grozny and Nalchik. In Grozny, the ratio of the average net salary to the cost of a fixed consumer set is only 2.19. In Pskov, as well as in Vladikavkaz, Elista, Cherkessk, Magas, Ivanovo, Sevastopol and Birobidzhan, no more than 2.7 such sets can be purchased for an average salary.
