In particular, on boiler houses, coal was stored under the open sky without protection from precipitation. On the pipelines there was no part of thermal insulation, and on the pressure gauges found two points allowed pressure. In addition, some measuring instruments have not been verified.
The inspectors also pointed to leaks in the oilseed seals of pumps, the lack of equipment to comply with the water-chemical regime and drainage lines for purging two hot water boilers in Kolosovka. In Kostrovo, corrosive damage was found on the outer surface of the chimney.
Another observation was the state of the territories around the smokestacks in Kolosovka and Kostrovo. There grew tall grass and shrubs, which made it difficult to access the foundations of pipes and cable braces.
Rostekhnadzor demanded that the company take measures to comply with the rules of technical operation of heat supply facilities.
