Saratov beneficiaries will return money for medicines without trial
Residents of the Saratov region, forced to purchase preferential medicines for their own money due to their absence in pharmacies, will return the funds spent without a court decision

Residents of the Saratov region, forced to purchase preferential medicines for their own money due to their absence in pharmacies, will be returned the funds spent without a court decision. On October 12, the governor of the Saratov region Roman Busargin said in his social networks.
The region has signed more than 1,300 state contracts and 244 contracts for the supply of medicines for beneficiaries. These data were voiced at a working meeting of the Governor of the Saratov region Roman Busargin with the acting Minister of Health Vitaly Lutset, held on October 10. Now, on behalf of the head of the region, competitive procedures are being prepared for the purchase of medicines for 2027.
Also in the Saratov region simplified the procedure for compensation of expenses for preferential medicines bought by patients with their own money. Previously, Saratov residents who did not receive the drug on a free prescription for 10 days and purchased it at their own expense had to return the money through the court. Now the procedure has become much easier: it is enough to apply to the regional Ministry of Health. To receive compensation, you will need a standard set of documents: a copy of the prescription and passport, SNILS, bank details and, of course, checks. If there is no possibility to go to the Ministry of Health, documents can be transferred through your clinic. The money will be transferred to the account within 30 working days.
Recall that last summer it became known that in 2026 residents of the Saratov region presented writs of execution for the recovery from the regional Ministry of Health 5.4 million rubles. as compensation for independently purchased medicines. This figure was announced by the regional Finance Ministry. It is noteworthy that through the court, the department recovers not only the cost of medicines, but also compensation for moral damage and legal costs. If the extrajudicial mechanism of repayment of funds still works in practice, it will help slightly relieve the regional treasury.
In the meantime, beneficiaries continue to face delays in issuing vital drugs. The rights of citizens are defended by the prosecutor's office. So, on September 10, it became known that in Saratov, the supervisory authority helped a four-year-old child with a rare genetic disease to obtain the issuance of an expensive drug through the court. A similar case occurred in the Kirov district: a thirty-nine-year-old resident with cancer for a long time could not receive proper therapy due to the lack of the drug, until the prosecutor's office intervened in the situation. And on September 19, it became known about the restoration of the rights of a disabled person from Balashov, who also had to seek the necessary drugs through the prosecutor's response. In all cases, patients were eventually provided with the right medications.
