The deadline for issuing address certificates was reduced to 10 days for residents of Kirov and the region
The regional Department for Migration of the Ministry of Internal Affairs of Russia reported on the entry into force of legislative innovations regulating the issuance of address and reference information in relation to citizens of the country

The changes came into force on September 5, 2026 and apply to both individuals and legal entities.
The innovations are designed to significantly facilitate the process of finding people and restoring lost ties with the assistance of the internal affairs bodies. The main condition for providing information remains the voluntary consent of the person most wanted.
The mechanism of interaction is now built as follows: if the departmental database has the current address of the wanted person, the unit of the Ministry of Internal Affairs sends him an official notice.
This document indicates the contact details of the initiator of the request and the purpose of the request. The citizen himself decides whether to contact the applicant, and the applicant is notified that his data have been transferred to the addressee.
In addition to optimizing the procedure itself, the waiting time for a response has significantly decreased: the period for considering such appeals has been reduced from 30 to 10 working days. In addition, the updated regulation provides for increased transparency in the processing of personal data.
The legal basis for these innovations was the Federal Law of March 8, 2026 No. 55-FZ “On Amendments to Articles 2 and 3 of the Law of the Russian Federation “On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Stay and Residence within the Russian Federation”.
