The cost of state construction expertise of urban development projects from 2027 will be determined in a new way
In Belarus, from January 4, 2027, the decree of the Ministry of Architecture and Construction of July 16, 2026 No. 57, which approved the instructions for construction, will come into force.
In Belarus, from January 4, 2027, the decree of the Ministry of Architecture and Construction of July 16, 2026 No. 57 comes into force, which approved the instruction on the procedure for determining the cost of the state construction examination of urban development projects, project documentation. This is reported by sb.by with reference to the National Legal Internet Portal of Belarus.
According to the instructions, the cost of conducting state construction expertise is determined depending on its object specified by the applicant in the assignment for this examination, in respect of town-planning projects, project documentation submitted for state construction expertise for the first time, as well as after updating the project documentation; town-planning projects, project documentation with changes made to them, including in terms of eliminating the comments of experts after issuing a negative conclusion of state construction expertise submitted for repeated state construction expertise.
The document establishes that when determining the cost of conducting state construction expertise of project documentation, the labor costs of specialists do not include labor costs for performing works or services preceding or accompanying the development of project documentation.
As for determining the cost of conducting state construction expertise of project documentation, providing for the presence in it of construction queues, objects that are part of the construction object, it is carried out at each stage of construction, the object that is part of the construction object, separately with their subsequent summation when forming the cost of state construction expertise.
There are also cases when the cost of conducting state construction expertise of a town-planning project is not determined.
In addition, the instruction fixed the standards of labor costs of experts for conducting state construction expertise of project documentation.
The resolution of the Ministry of Architecture and Construction of November 6, 2015 No. 32 “On determining the cost of state construction expertise of urban planning projects, project documentation” from January 4, 2027 is recognized as invalid.
The legal act was adopted in accordance with the Code on Architectural, Urban Planning and Construction Activities.
