Theory and practice: freshmen of the law faculty of BSU visited the visiting meeting of the OBOR Council

The meeting room in the housing and communal services of the Oktyabrsky district of Minsk for one day became a training platform for freshmen of the law faculty of BSU on October 28. Future lawyers visited the field class to see the work of the state system of crime prevention, reports the correspondent of the agency “Minsk-Novosti”.

The event was headed by the Chairman of the Board of OBOR No. 409 of the October district Dmitry Malets. According to him, such meetings are of a monthly and systematic nature: they are planned and detailed support of citizens who have found themselves at a dangerous legal point. This time on the agenda was the analysis of specific situations – family scandalists, people evading socially useful work, those who risk in the near future to go to special institutions.

The first person to appear before the commission was a Minsk resident who does not have a permanent job. He himself vaguely explained his lack of employment by attempts to interrupt the occasional earnings of the loader. At the same time, the man regularly arranges drunken scandals and uses violence against an elderly mother. The offender has already served time in the medical and labor dispensary (LTP), but did not draw proper conclusions. As explained by senior district inspector Roman Korolyk, for new offences is now preparing material for the re-sending of the man in the LTP. The situation is complicated by the fact that at the moment the citizen is under investigation in a previously opened criminal case for theft.

At the meeting, the man tried to justify destructive behavior in poor health, but the members of the commission reminded that this does not prevent him from drinking alcohol. Following the review, the commission recommended considering the possibility of official employment, and materials on family and household scandals should be attached to the case for subsequent transfer to the court for forced isolation in the LTP. The offender himself was made to understand: this is his last chance to change his attitude to the family and the law before the court verdict.

Next, the commission considered the materials concerning the Minsk woman, who also recently returned from a medical and labor dispensary. On her example, freshmen were clearly explained recent changes in the legislation on crime prevention. The new provisions of the law, which came into force at the end of October, obliged the internal affairs bodies to automatically put on a strict preventive record all those who are released from the LTP. The woman left the special institution a little before the law came into force, so she did not fall under automatic registration. Nevertheless, the OBOR council still took control of it in a general manner. The main requirement for Minsk was mandatory employment. Preventive work brought results: on the eve of the meeting, the woman officially registered as self-employed. At the request of BSU students, she shared her bitter experience, noting that the conditions in the LTP are strict and far from the sanatorium there.

Given the past experience of the woman, the staff of the Ministry of Emergency Situations gave her a strict fire safety briefing. Rescuers reminded that the housing of unemployed citizens with alcohol dependence is in the area of increased risk, and smoking under the influence is one of the main causes of household fires.

The legal point in the analysis of these stories was put by the assistant prosecutor of the October district Ulyana Zhukovsky. She stressed that the updated legislation for destructive behavior, combined with unwillingness to work or be treated, provides for tough sanctions, including mandatory community service and administrative arrest.

Already at the end of the meeting, D. Malets and the head of the OOPP ATC administration of the Oktyabrsky district, Alexander Lipak, appealed to students. First-year students were told in detail about the current criminal scheme - droppery, when young people for easy money transfer their bank cards to cybercriminals to withdraw stolen funds.

The future lawyers were told that such actions are criminally liable in Belarus, so it is important for yesterday’s schoolchildren to remain vigilant and warn their friends against this step.

For freshmen of the law faculty of BSU, this hour in the housing and utilities hall became a visual lesson. At the lectures, they are just beginning to study dry norms of law, and here they saw the lively coordinated work of departments that use all state mechanisms to return people to normal life.
