Residents of the Tula region were reminded of what debts for utilities can limit the supply of resources and what rules must comply with the executors. The Ministry of Construction of Russia gave explanations on this issue.

The mere fact of debt does not mean that a utility service can be shut down immediately. To apply such a measure, the debt for a particular service must exceed the amount of the fee for two months calculated on the basis of consumption standards.

At the same time, if the consumer has concluded an agreement to repay the debt in installments and complies with its terms, it is impossible to turn off the utility service.

In other cases, the contractor must first notify the debtor. You can limit the supply of the resource no earlier than 20 days after receiving the notification. If it is technically impossible to introduce a partial restriction first, a complete suspension of the service is allowed after the expiration of this period.

The warning can be handed personally under the signature, sent by registered letter, indicated in the receipt or sent through the GIS housing and communal services, personal account on the site, e-mail or SMS. Other methods are allowed if the fact and date of delivery of the message can be confirmed.

In some situations, utilities may be restricted without prior notice. We are talking about accidents and the threat of their occurrence, natural disasters and emergencies, unauthorized connection to networks, the use of equipment with excess of the permissible capacity, as well as cases where the shutdown was ordered by the authorized state body.

However, there are restrictions that cannot be violated even if there is debt. Heating in residential premises to turn off for debts is prohibited. In apartment buildings, the supply of cold water should also not be suspended.

Thus, it is important for residents of the Tula region to take into account not only the amount of debt, but also compliance with the established notification procedure. Unauthorized or unlawful disconnection of utilities may entail liability for the contractor.
