The Counter-Terrorism Forum opened in Minsk on October 7. Participants of the large-scale event laid wreaths and flowers at the Victory Monument, the correspondent of the Minsk-Novosti agency reports.
President of Belarus Alexander Lukashenko sent a welcoming speech to the congress participants. The head of state noted that the fight against terrorism is at the forefront of the global security of countries and regions, and it is possible to cope with modern challenges only together, with close cooperation of the world intelligence services. In this regard, in 2019, during the international counter-terrorism conference under the auspices of the UN in Minsk, the Belarusian side proposed the idea of creating a united anti-terrorist front uniting the efforts of the UN, OSCE, CIS, CSTO, SCO and other international structures.

“I am convinced that this forum, which is taking place in a special anniversary year – the year of the 35th anniversary of the Commonwealth of Independent States, the 25th anniversary of the founding of the Shanghai Cooperation Organization and the signing of the Shanghai Convention on Combating Terrorism, will become one of the practical embodiments of our initiative and a logical summing up of the results of the joint anti-terrorist exercises of the SCO and the CIS “Eurasia-Anti-Terror 2026”.

The key events of the Counter-Terrorism Forum will be the XII International Scientific and Practical Conference of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization and the IV CIS Conference on Countering Terrorism and Extremism.

Participants will develop common approaches to protecting critical infrastructure and countering the financing of terrorism. Special attention will be paid to cyber threats, including the use of artificial intelligence and modern information and communication technologies by criminal groups. On the second day, October 8, the first joint exercise of the competent bodies of the CIS and the SCO “Eurasia-Anti-Terror-2026” is planned.
