At the legislative level, Belarus has built a reliable system to protect citizens from a sharp and unjustified increase in prices for communication services. How the state regulates tariffs and whether the enterprise can increase the cost of services at its discretion, explained the Deputy of the House of Representatives of the National Assembly of Belarus Valentina Pukh on the air of the program “Economic Environment” on the TV channel “Belarus 1”.

The Belarusian legislation defines minimum social standards, including for the postal service industry. They provide for the geographical and physical possibility of obtaining services by a citizen of Belarus anywhere he is.
- Today, Belposhta went even further. In addition to stationary post offices, mobile post offices operate in rural areas, which reach rural settlements. The standard that determines the frequency of delivery is strictly controlled. Financial issues are also regulated. Belposhta is the national postal operator in Belarus, so the state has the right to regulate the tariff policy, said Valentina Pooh.
Belposhta cannot make a decision on raising the tariff without coordination with the Ministry of Communications and Informatization. This also applies to universal services used by people of different categories and social strata.
- Simple correspondence, postcards are regulated by the tariff, including MART. Accordingly, neither Belposhta nor other operators licensed to provide postal services can raise the tariff. To ensure financial stability and regulate the growth of tariffs, the cost mechanism is primarily studied, the deputy explained. Sometimes there are sharp jumps in the economy, including when the company depends on other factors. For example, the rise in fuel prices – Belposhta actively involved logistics – or other reasonable factors that affect the financial and economic component of tariffs. In this case, the state regulates them, but does not allow large changes. Certain periods are considered when, at the level of agreement with the Ministry of Communications and Informatization, the regulator of Belposhta, schedules for raising tariffs are drawn up.
Thus, high social standards are established and ensured in the country. The availability of postal services in Belarus reaches 100%.
