According to the VARK channel, the association was officially established in 1991 at the First All-Buryat Congress. The first president was elected Dashi-Nima Dugarov. With his participation, VARK implemented a number of significant projects: held a celebration of the Geseriade, launched TV projects and marathons to restore the datsans, and organized the visit of His Holiness the Dalai Lama XIV to Buryatia.
In the 2000s, the structure of the association was strengthened. During this period, WARC gained international status by joining the World Organization of Unrepresented Peoples. He headed the organization Bato Bayartuev. The All-Buryat Festival “Altargana-2006” became an important event: thanks to VARK, it grew into a large-scale socio-cultural forum, which brought together more than 5 thousand participants from different regions of Russia and foreign countries.
The period of 2011-2019 was not easy for the association – it was a stage of rethinking work in new conditions. Since 2024, the process of updating VARC began. The key event was the VII Congress of the Association in Ulan-Ude, which was attended by about 500 delegates from Russia, Mongolia and China. Following the results of the congress, Chimit Balzhinimaev was elected president of the ARK, Rinchim Romanov became chairman of the executive committee.
In recent years, with grant support, ARK has implemented 9 significant projects.
