In Buryatia will close the portal “Working Buryatia”, introduced into the pandemic

The government of Buryatia will close the regional state information system "Working Buryatia", commissioned in the spring of 2020 as a countermeasure against the negative impact on the economy COVID-2019. The decision was made due to the inexpediency of further functioning of the portal.

The portal "Working Buryatia" was created in April 2020 in the context of the rapid spread of coronavirus infection. By the Decree of the Head of Buryatia of March 13, 2020 No. 37, a high-alert regime was introduced on the territory of the republic, and the government decree No. 166-r of April 5, 2020 approved the list of organizations that were allowed to continue their work. The portal, developed by the local IT company SibDigital in just two days, has become a tool for recording operating enterprises and monitoring compliance with sanitary and epidemiological requirements.

The system allowed employers to apply for continuation of activities, to enter information about employees whose presence is required at the workplace, and to receive confirmation or motivated refusal from line ministries. Registration on the portal gave employees the right to go to the place of work during the period of restrictions, and the control authorities - to identify the presence of a permit for specific persons. Later, a module was introduced to submit notifications from individuals about leaving for suburban areas.

At the time of launch, the portal showed high demand: entrepreneurs submitted 21 thousand applications, of which more than 13.5 thousand were approved, and more than 100,000 people received work permits. Since May 12, 2020, as part of the phased lifting of restrictions, registration on the portal has acquired a notification character.

The COVID-19 pandemic had a significant impact on the economy and demographic indicators of Buryatia. According to the estimates of the Head of the Republic Alexei Tsydenov, announced in July 2020, budget losses from the pandemic amounted to about 8-10 billion rubles: about half - lost tax revenues, the second half - an increased burden on the republican budget for the maintenance of social facilities. In total, during the pandemic, as of May 7, 2023, 157,409 cases of COVID-19 were registered in the republic, 3,310 people died, the mortality rate was 2.1%.

To support business during the period of restrictions from the federal and republican budgets in 2020-2021, 16.9 billion rubles were allocated, including 3.4 billion from the republican budget. These measures made it possible to partially compensate for the decline in incomes of the population and preserve employment. The number of small and medium-sized businesses by the end of 2021 increased to 31,323 units, and the number of self-employed increased from 3,395 in 2020 to 11,398 in 2021.
