Getting into a danger zone can limit development opportunities. In the summer of 2025, Russian President Vladimir Putin signed a law that prohibits the construction of capital facilities in areas prone to flooding and flooding.
According to the service, around 3.75 million plots in 84 regions are listed in such zones throughout Russia. At the same time, almost 1.2 million allotments were under restrictions due to the features of the previous delimitation. Since June 5, 2024, a technique has been applied that takes into account a strip 50 meters wide along the flood zone. However, the already approved boundaries do not automatically change – this requires a separate revision.
The risk of flooding for the region is not abstract: in the autumn of 2026, heavy rains affected 20 settlements of the Zelenograd district. Water also came to Guryev district and Kaliningrad.
