At the session in ZSK in the first reading, the bill on measures to protect mother and child and prevent artificial abortion was considered. The document provides for a ban on inducing women to abortion, except for medical reasons, and introduces administrative liability for violation.
Kuban Health Minister Vladimir Krushelnitsky explained that the key task of the document is to establish a ban on inducing women to artificial abortion, except for cases for medical reasons. We are talking about actions aimed at coercing such a decision through persuasion, proposals, threats, bribery or deception.
The bill does not prohibit the procedure of artificial termination of pregnancy. It prohibits influence on the sovereign right of a woman and at the same time protects the profile doctor from the consequences of mandatory informing the patient about the need to terminate pregnancy on medical indications.
The draft also provides for administrative liability of citizens and legal entities for violation of the ban. It also expands the powers of the administrative commissions to initiate and hear such cases.
Krasnodar Territory Governor Veniamin Kondratiev, who participated in the session, called the bill important. Improving the demographic situation is a task for all levels of government, as the Russian president has repeatedly said. According to him, it is necessary to eliminate pressure on women during the decision to have a child.
ZSK Chairman Yuri Burlachko said that the issue touches on a topic that cannot be ignored in modern society. He linked the initiative with the state policy to protect motherhood and childhood, strengthen the family and increase the birth rate.
Burlachko stressed that the stabilization and improvement of the demographic situation in the country is one of the national goals and guidelines for the authorities. According to him, the bill is aimed at the health of women, comprehensive, including psychological, support and the formation of a positive image of motherhood among young girls.
He also noted that the initiative was preceded by serious analytical work. In preparing the document, we studied the enforcement practice of similar laws in other regions to take into account all the pros and cons.
Therefore, this initiative is not a consequence of an impulse decision, but a meaningful document, a serious step towards correcting the situation associated with the demotivation of women to have a child and another way to protect them from someone else’s negative opinion when choosing to become a mother, said Yuri Burlachko.
Earlier, we wrote that ZSK supported changes to the budget of the Kuban for three years.
