According to the Kursk City Housing and Utilities Committee, the contractor responsible for the maintenance of the networks laid a temporary air line to provide light to the facilities.
"In connection with the incident, utilities remind that any work that can affect municipal engineering networks must be agreed with the housing and communal services committee," the Kursk mayor's office said.
