In the Kursk region, a widow with two children helped to return the right to a housing certificate
The woman refused the payment, hoping to return home, but a year later learned that her home was destroyed

The Prosecutor’s office of the Sudzhansky district of the Kursk region conducted an inspection on the appeal of the 42-year-old widow. The woman is raising two minor children and asked to restore her housing rights.
It was established that due to the events in the border area, the family was forced to leave the place of permanent residence. In November 2024, the applicant was granted a housing certificate. However, she refused, hoping to return to her home after the lifting of restrictive measures.
A year later, the woman learned that the house was destroyed. She again applied for payment for the purchase of housing, but was refused. The reason is the earlier decision to refuse the certificate.
In February 2025, the legislation was amended to limit the re-receipt of this support measure. At the time of the refusal of the certificate, the woman could not know about the upcoming changes in legal regulation and their consequences.
To protect the family's housing rights, the district prosecutor filed a lawsuit with the court to recognize the applicant's right to payment for lost housing. The demands of the prosecutor's office were met. After the judicial act enters into legal force, the prosecutor's office will monitor its execution.
