In the Ministry of agriculture explained what changes are made when testing varieties of agricultural plants

What changes are being made in the field of state testing of varieties of agricultural plants, the Ministry of Agriculture and Food told. This is reported by sb.by with reference to the National Legal Internet Portal.

The Council of Ministers adopted resolution No. 439 of August 31, 2026 “On changing the resolutions of the Council of Ministers of Belarus of September 24, 2021 No. 548 and of December 24, 2021 No. 746”. The document was adopted in order to optimize and simplify the organization of the variety testing process for the creators of varieties, as well as to adjust the conditions for obtaining a permit for the use or sale of seeds with an indicator for the germination of less than established requirements up to 3%, taking into account law enforcement practice.

Thus, from the government decree of September 24, 2021 No. 548 exclude the administrative procedure “Inclusion of a variety of agricultural plants in the state register of varieties of agricultural plants” from the unified list of administrative procedures carried out in respect of business entities (subparagraph 7.9.1). A similar change was made to the Regulations on the Procedures for State Testing of Varieties of Agricultural Plants, their inclusion and exclusion from the State Register of Varieties of Agricultural Plants, as well as on the Procedure for Maintaining the Register approved by Resolution No. 746 of December 24, 2021.

According to the new document, the Ministry of Agriculture and Food is empowered to make a decision on the approval of the early completion of state testing of varieties by reorganized organizations.

A clear, logically completed process of conducting state testing of varieties, making a decision on its inclusion (not inclusion) in the register, as well as the procedure for maintaining the register is established. There are requirements for the breeder to provide seeds of varieties intended for state testing, as well as conditions under which the test is not carried out

Genera and types of agricultural plants have been determined, the testing of which will be carried out at state grade testing stations and state testing sites, as well as at breeder sites. The conditions under which a decision is made to include varieties in the register, and the role of councils on the inclusion of varieties of agricultural plants in the register, in the formation of an expert opinion, as well as the method of forming the composition of councils, the order of their work.

Two important changes have been made to the Regulations on the procedure for issuing permits for the use or sale of seeds of agricultural plants with an indicator of the sowing qualities of seeds of agricultural plants (germination) of less than established requirements up to 3%. Permission can now be obtained for the seeds of all agricultural plants used in agriculture. The range of breeding and seed production organizations that can apply for such permission if they need to use or sell seeds with reduced germination is also expanded.
