The police explained the principle of the photo-video fixation system at the intersection of Novotorzhskaya Street and the Volga Passage in Tver.
Many drivers complained that they received a fine for violating the requirements of the sign “Moving without stopping is prohibited”, even when the car completely stopped in front of the stop line.
In accordance with the Decree of the Government of the Russian Federation of 23.10.1993 No. 1090 "On the Rules of the Road", sign 2.5 prohibits movement without stopping before the stop line, and in its absence - before the edge of the crossed carriageway.
The photo-video fixation complex is installed at the place of concentration of an accident and records precisely non-compliance with this requirement. Responsibility for this violation is provided by part 1 of article 12.16 of the administrative code of the Russian Federation.
It is noted that the system detects a violation if the vehicle crosses the control zone at a distance of less than 3 meters to the stop line at a speed of more than 10 km / h. That is, before the stop line, it is necessary not only to reduce the speed, but to stop completely.
