Even homeowners can be evicted from it with the provision of other accommodation, including outside their hometown, due to a long period of debt on utility bills. Details with the correspondent of the agency “Minsk-Novosti” was shared by the head of the department for recovery of receivables of the Settlement and Information Center of the Minsk City Executive Committee Galina Belousova.
The procedure is set out in Article 137 of the Housing Code, Belousova noted. So, if the owner has a debt to pay utility bills for more than six months without good reason, he is sent an official warning demanding to repay the debt within one month. Has not repaid - the local executive and administrative body (in Minsk - the district administration) has the right to apply to the court with a claim for compulsion to compensated alienation of residential premises. In this case, the owner is offered two options. The first is to find funds and pay the amount of debt, saving the apartment. The second is to sell housing, and from the proceeds to direct the necessary amount to repay the debt. The defendant is given a full year. If the debtor does not fulfill the requirement presented to him by the court decision, the district administration has the right to file another lawsuit in court - for the forced sale of residential premises from public auctions.
- After the recognition of the procedure of public bidding held local Executive Committee must within two months transfer to the former defaulter of ownership of another residential premises, the total area less occupied by him earlier and (or) inferior in its consumer qualities, including in another settlement. At the same time, from the amount received from the sale of the apartment, the costs of alienation of housing and repayment of debt are deducted, the specialist said.
According to the Settlement and Information Center of the Minsk City Executive Committee, as of September 22, 2026, six apartments and seven shares in apartments owned by malicious defaulters were sold from public auctions.
