In the Tula region, 9,159 land plots are located in flooding and flooding zones. This was told by MK in Tula in the press service of the GISLS service following the analysis of publicly available real estate data.
Of these, 6,376 sites, or about 70 percent, have no buildings. Moreover, from August 4, 2026, it is impossible to build new houses within the boundaries of such zones. In terms of the number of sites in the zones, the Tula region ranks 66th among the regions of Russia.
1,901 plots are intended for individual housing construction, 777 for gardening and dacha construction, 3,604 for personal subsidiary farming. 1,238, 621 and 2,356 plots remain without buildings, respectively.
More than 95% of the area of 6,548 plots is completely or almost completely covered by flooding and flooding zones. Most of these land plots were found in Tula - 2,676, Efremovsk cadastral district - 2,225 and Aleksinsk - 1,248.
According to the researchers, 1,812 sites fell into flooding zones due to the previous methodology, which took into account the depth of groundwater. The rules, in force from June 5, 2024, provide for a 50-meter strip along the flood zone. Under the new approach, these areas would be outside the zone, but the existing boundaries do not automatically change. For their revision, the grounds provided for by law are necessary.
So, in the Tula area of 876 sites in the flood zone, 674 would be outside it using the new technique.
In total, 3,746,637 sites are located in flooding and flooding zones in Russia, of which 2,573,267 have no buildings.
