On September 23, 2026, the Government of the Tula Region approved a plan to reduce and prevent the priority of elderly citizens waiting for placement in inpatient social service organizations. The document is designed for 2026-2028 and should completely eliminate the queue, which at the beginning of 2026 was 136 people.
As of January 1, 2026, the infrastructure of stationary social services in the Tula region includes 10 state organizations, 5 stationary offices in complex centers and 1 non-state supplier. The total number of beds deployed is 2767. The queue for the premises is 136 people, and 285 residents are accommodated in violation of the standards of living space.
At the same time, hospital-substituting technologies are already actively developing in the region - alternatives to placement in a boarding school. In 2025, 1,387 people received caregiver services, 55 received a foster family for an elderly person, 122 received accompanying accommodation, and 392 received a respite service. 4 NGOs, 16 philanthropists and 387 volunteers were involved in the provision of social services. At the expense of the regional budget, 10 buildings were repaired, living conditions improved for 1,404 people, 77 new beds were introduced.
According to the approved schedule, the queue should be reduced consistently. In 2026, the queue should be reduced to 94 people, in 2027 - to 30 people, in 2028 - to fall to zero.
The region will continue to expand caregiver services, accompanied accommodation, foster families for the elderly and day care units. In medical organizations, screening of elderly citizens and disabled people will be carried out for the timely provision of social services and assessment of social risks - at least 1,000 people annually. The number of non-governmental organizations providing social services will increase from 4 to 6.
