In Ulyanovsk allowed to change prices for municipal contracts

In Ulyanovsk allowed to adjust the essential conditions of a number of municipal contracts due to the increase in the rate of value added tax from January 1, 2026.

The changes concern contracts for the design, construction, reconstruction and overhaul of facilities, as well as technical re-equipment, demolition, repair of buildings and structures, landscaping and preservation of cultural heritage objects. The list also includes contracts for construction control and copyright supervision.

A condition for the revision of the contract is the occurrence of circumstances beyond the control of the parties, due to which the performance of obligations was impossible due to a change in the VAT rate. The parties can make changes by agreement until October 1, 2026.

The value of contracts is allowed to increase within the limits of VAT growth for goods, works and services, the acceptance of which is carried out after January 1, 2026. At the same time, the volume and types of work performed, as well as the construction resources used, should remain the same.

Adjustment is possible only within the limits brought to managers and recipients of the city budget.
