In the Ulyanovsk region, the powers of the Ministry of Utilities and the Ministry of Natural Resources have changed: government decisions of October 1, 2026

In the Ulyanovsk region, the distribution of responsibilities between regional ministries has changed. The Ministry of Housing and Construction received powers related to the preservation of the memory of those killed during the Great Patriotic War. At the same time, the authorities revised the functions of the environmental agency and clarified the provisions of regional legislation.

Now the Ministry of Housing and Construction will participate in the work to perpetuate the memory of the defenders of the Fatherland and victims of genocide during the Great Patriotic War. In particular, the department was instructed to organize and ensure the burial or reburial of their remains.

The relevant changes were considered on October 1 at a meeting of the government of the Ulyanovsk region chaired by Gennady Spirchagov. In addition to the redistribution of powers, participants discussed the need to bring regional regulations into line with current legislation.

The amendments also affected the Ministry of Natural Resources and Environment. Its functions were specified taking into account federal norms regulating the use of subsoil, forest resources, hunting activities and the safety of hydraulic structures. The provisions of the regional law on the Red Book were also taken into account.

In the documents of the Ministry will change the legal terminology. From the wording concerning the property of the subject of the Russian Federation, the word “state” will be deleted.

Special attention was paid to Article 25 of the Code of the Ulyanovsk region on administrative offenses. Its effect is specified that regional responsibility applies only to violations of the procedure for the provision of services established by regional or municipal legal acts.

Such an adjustment will make it possible to distinguish between the application of regional and federal norms, eliminating situations in which one violation may fall under several grounds for punishment.

The adopted decisions are aimed at clarifying the duties of regional departments and eliminating contradictions in regulatory documents.
