In the Volgograd region revealed the sale of veterinary drugs without a license

For the period from January 1 to October 9, 2026, the Rosselkhoznadzor Office for the Rostov, Volgograd and Astrakhan regions and the Republic of Kalmykia received 10 court decisions. These decisions concerned bringing individual entrepreneurs to administrative responsibility in accordance with Part 2 of Article 14.1 of the Administrative Code of the Russian Federation. The reason was the retail sale of veterinary medicines without a license in the Volgograd region. As a result of the consideration of cases in court, on the basis of the materials submitted by the Service, fines and warnings were imposed on violators.

As an example, in February 2026, in one of the stores owned by an individual entrepreneur, the sale of veterinary products “Cat Drops” and “Cleaning” was revealed in the absence of the necessary license. A similar situation occurred in May 2026, when in the store of another individual entrepreneur, the sale of the veterinary drug Mirtatsen was also carried out without a license.

On the facts of the revealed violations, the Department prepared protocols on administrative offenses in accordance with Part 2 of Article 14.1 of the Administrative Code of the Russian Federation and issued orders. The collected materials were sent to the judicial authorities.

The court found that the sale of veterinary drugs without a license poses a threat to the life and health of animals, since there is a risk of acquiring poor-quality, improperly stored or expired medicines. In this regard, the entrepreneurs were imposed an administrative fine.

Since April 5, 2026, the procedure for obtaining a license for pharmaceutical activities in the field of turnover of veterinary medicines has been simplified. The term for the provision of state services was reduced to 8 working days, and the need for a specialist certificate or accreditation in veterinary medicine was abolished.
