Sergey Baburkin, Commissioner for Human Rights in the Yaroslavl region, drew attention to the plight of a homeless woman of retirement age after a letter from a resident of Yaroslavl. A woman named Anna wrote that several years in a row trying to help a homeless woman who lives in a farm on the outskirts of Frunze district. A woman eats food waste, which she finds in garbage cans and rents metal cans to replenish the budget. He does not smoke, does not drink alcohol, is distinguished by kindness and prudence. She's 64. Local compassionate residents help her with money and food. They buy drugs. Helped to restore the passport and SNILS. They got a medical policy. The minimum pension was drained. And they started getting into a social institution. But ordinary citizens could not break through bureaucratic barriers on their own.
“On the recommendation of the social security staff, we considered the possibility of hospitalizing her in the nursing room of the hospital. Semashko was subsequently transferred to a boarding school, but was repeatedly refused: first due to lack of residence permit, then due to lack of places, later due to the need to issue additional documents and directions. When we were sent again for another document, I realized that this burden is unbearable for me!, Anna said, asking for help from the Human Rights Ombudsman.
The Commissioner for Human Rights in the Yaroslavl region Sergey Baburkin visited a homeless woman at her fragile home. In the conversation, I found out that she had previously lived in a private house on the outskirts of Yaroslavl. But the house burned down. After the fire, she and her son were given a dorm room. Life with relatives did not work out, a woman from comfortable housing migrated to a booth in the forest belt. She has no family support.
Her main outlet is reading and solving crosswords and scanwords. He is now reading Dostoevsky’s Idiot. Sergei Baburkin homeless quoted Dostoevsky. “Man is a creature that gets used to everything,” she answered the question of how to survive in such conditions. But she admitted to crying on cold autumn nights.
Last fall, a woman broke her leg. Therefore, she spent the winter in the hospital, warm, on a clean bed and on state support. She told the Ombudsman that on the eve of a new winter she was afraid to freeze to death.
Sergey Baburkin appealed to the Deputy Prime Minister of the Yaroslavl region L.M. Andreeva with a request to provide all possible assistance in the placement of a homeless woman in a social institution.
The appeal worked. Last week, the staff of the regional Ministry of Labor and Social Support came to the homeless woman. The woman was hospitalized in a hospital in one of the hospitals of Yaroslavl. She's currently undergoing an examination there. After completion of all necessary procedures will be sent for permanent residence in one of the social institutions.
