Deputies of the regional parliament considered the progress of the project to create and modernize a complex for the management of solid municipal waste on the basis of the Skokovo landfill

Deputies of the regional parliament considered the progress of the project to create and modernize a complex for the management of solid municipal waste on the basis of the Skokovo landfill. The discussion took place at a meeting of the Committee on Housing and Utilities and Energy. The parliamentarians’ questions were answered by Acting Minister of Forestry and Nature Management Natalia Belyaeva.
The project is being implemented within the framework of the concession agreement between the Yaroslavl region and Skokova JSC, signed on November 20, 2025. Its task is to create a unified waste management system, including sorting, processing and disposal of garbage. According to the established targets, by 2030, the entire volume of MSW should be sorted, and the amount of waste sent to landfills should be halved.
The work is planned in two stages. The first is expected to build a sorting complex with a capacity of 60 thousand tons per year and a recycling facility designed for 160 thousand tons annually. The second stage involves the reconstruction of the Skokovo landfill, including the creation of a new waste disposal map with a capacity of 325,000 tons per year and the installation of engineering systems to reduce the harmful impact on the environment.
Financing is provided at the expense of the concessionaire, without attracting budgetary funds. Deputies stressed the need to comply with deadlines and environmental standards. Particular attention was paid to the preparation of project documentation, which is being developed by the GBU NSC “Project Institute”, and the timely passage of state examinations.
