Volgograd residents face a fine of up to 30 thousand rubles for discarded pets
In the Volgograd region and throughout Russia is preparing a tougher punishment for irresponsible owners: fines for thrown out on the street pets can grow tenfold, reaching 30 thousand rubles for individuals.

The corresponding initiative to reduce the number of stray pets is being discussed in the State Duma and has already received the support of the government commission. According to the CPRF faction and the authors of the amendments, the current sanctions in the amount of 1.5 to 3 thousand rubles do not cover the costs of the state for the capture, vaccination and maintenance of abandoned dogs and cats. The logic of the bill is that the collected funds will be sent to regional budgets, where today lies the main burden of working with animals without owners. The additional money will allow the subjects of the Federation to build and modernize shelters more actively, as well as to establish an annex system, reducing the need for extreme measures.
In the Volgograd region, this federal initiative is superimposed on the already existing strict control system. Since 2020, the region has introduced mandatory free registration of dogs, cats and dwarf pigs from the age of two months. For the lack of registration, separate fines are provided: for citizens - from 1 to 3 thousand rubles. In addition, from September 1, 2025, the law “On certain issues of the treatment of animals without owners” was launched in the region, aimed at ensuring the safety of citizens and establishing standards for the humane treatment of stray animals.
