Voronezh arbitration confirmed the postponement of payments KBHA until 2027
The court noted that the granted delay does not cancel the debt, but only postpones the timing of its closure

The Nineteenth Arbitration Court of Appeal rejected the energy sales company Energostandard in satisfying the complaint against the decision on debt installment by the Chemical Automatics Design Bureau. This is reported after the proceedings in Voronezh.
The subject of the dispute was penalties worth over 32.7 million rubles, accrued for the period from October 2022 to July 2024. Earlier, the parties concluded a settlement agreement, but its terms were not fulfilled, which led to the issuance of an enforcement document. The company twice applied for the postponement of the deadlines: first, payments were postponed until the end of May 2026, then until January 29, 2027. The energy company tried to challenge these decisions, but the appellate court left them unchanged.
The main argument in favor of installments was the strategic importance of KBHA. The enterprise is included in the register of organizations of the military-industrial complex and has the status of a backbone, fulfilling orders of the defense department and the state corporation Roscosmos. The court took into account that the forced write-off of funds or the seizure of accounts could create a threat of disrupting the state defense order.
To overcome the financial situation, a program for the recovery of the enterprise for 2025-2032 has been developed. The document was approved by the supervisory board of Roscosmos and supported at a meeting led by First Deputy Prime Minister Denis Manturov. In 2025, KBHA is planned to allocate 2.4 billion rubles to repay problematic obligations.
The court noted that the postponement granted does not cancel the debt, but only postpones its closure. The creditor retains the right to demand cancellation of installments in case of violation of the conditions, as well as to index the amount of the debt.
