Everyone who owns a car will have two new rules from October 1
Owners of cars are waiting for changes from October 1: what is new in the rules of inspection and documents

Since the beginning of October, important amendments concerning the diagnostics of transport and work with automobile papers come into force in Russia. Some of these innovations have already begun to operate, so drivers should clean up the documents in advance to avoid unpleasant surprises on the road or when dealing with cars.
The first major change makes life easier for drivers, but makes it harder for unscrupulous stations. Now inspection operators are required to accept electronic versions of PTS and STS. It became possible to pass the procedure even with the physical loss of paper originals, if certain conditions are met.
However, control over the TO points themselves has been significantly tightened. Any diagnostic cards issued with irregularities or “backdating” now risk being cancelled as soon as possible without the possibility of appeal.
The second innovation directly affects the process of checking the machine. The specialist at the station is now obliged to meticulously check much more parameters of the car with the declared documents. At gunpoint will be not only the VIN-code, but also the state registration mark, exact make, model and category of the vehicle. Even a slight discrepancy in numbers or letters will become a legal basis for refusing to issue a cherished card.
The most important point that will reassure many: if you use a car exclusively for personal, non-commercial needs, you do not need to run to the TO point just because of the onset of October 1. For private transport, mandatory diagnosis is still not provided.
The new rules primarily apply to those who require inspection by law (for example, when selling a car older than 4 years or working in taxis / trucking), as well as the station operators themselves. Put the documents in order in advance, and the new rules will play into your hands!
